According to the Portuguese Trade & Investment Agency (AICEP — Agência para o Investimento e Comércio Externo de Portugal), Chinese company ShyaHsin Packaging (洽兴集团) will invest €16.86 million (approx. USD 18.3 million) to establish a high-end cosmetics packaging production base in Portugal.
AICEP stated that ShyaHsin Group will sign an investment agreement with the agency and will be eligible for tax incentive policies.
The ShyaHsin Group’s factory, located in Maceira, Portugal, is currently in the final stages of construction, with completion expected by October 31, 2026. The project will receive a 17% investment incentive and fully complies with the conditions for EU funding support.

In January of this year, the Mayor of Leiria (CML), Gonçalo Lopes, announced that ShyaHsin Group would build “one of the largest cosmetics packaging factories in Europe” on the former site of the Dexprom factory, serving “major mainstream cosmetics companies.”
According to a decree issued on August 5 by Portugal’s Minister of Economy and Maritime Affairs and Minister of Territorial Cohesion, the investment has been classified as “strategically important to the national economy or specific regions.” Following AICEP’s assessment, the project also “meets the necessary conditions for financial incentives.” Project details indicate that the new factory will receive €2.86 million (approx. USD 3.1 million) in funding from the “Compete 2030” program, with the goal of establishing a ShyaHsin Group production unit in Portugal focused on high-end cosmetics packaging manufacturing.
According to ECO, the project description also states: “The establishment of this production unit aims to optimize product supply efficiency in the European market and is a key step for ShyaHsin Group in becoming a global industry leader.”
Founded in 1970 and headquartered in Kunshan, Jiangsu, ShyaHsin Group specializes in the research, design, and manufacturing of packaging for products such as mascara, lip gloss, lipstick, powder compacts, makeup brushes, and nail polish. The company provides integrated packaging solutions for the cosmetics industry, with brand partners including Louis Vuitton, Chanel, Dior, and L’Oréal. It currently operates four factories worldwide (two in the Chinese Mainland and two in Mexico).
